What really happened is unclear. It is possible that an official (or low-level bureaucrat) sympathetic to Clinton destroyed evidence that could further embarrass the candidate on the draft issue. It is also possible that a Bush supporter tampered with the file to make it appear that incriminating documents had clumsily been removed. Late last week Bush campaign manager Fred Malek denied any dirty trick, telling NEWSWEEK, “We had no knowledge of such a file, so we couldn’t possibly have requested anybody tamper with it.” Clinton campaign adviser James Carville-pointing out that Republicans have controlled the State Department since 1981–said, “If anyone tampered with a file, it wouldn’t have been us.” Another Clinton campaign official told NEWSWEEK that Clinton had flatly denied to his aides that he ever considered renouncing his citizenship. Both campaigns told NEWSWEEK that they knew nothing about the FBI investigation. The FBI refused to comment.
