A neighbor called Baltimore City Animal Control expressing concern about the welfare of their neighbor’s pets, The Baltimore Sun reported. Baltimore Animal Rescue and Care Shelter (BARCS) described what was discovered as an “out of control” hoarding situation, The Sun said.
